Dear Mr. Plevneš,
Dear participants in the 11th SEEFF of Southeast Europe,
Admirers of the seventh art,
 
          I want to extend a very warm welcome to all of you and wish you a successful realization of the 11th edition of the Southeast European Film Festival SEEFF-Paris-Berlin-Washington 2021.

         The global pandemic has forced us to replace direct communication, which is the core of culture, with a hygienic concept of culture. Therefore, festivals, as well as numerous cultural events, have assumed online formats. The 11th edition of SEEFF promotes the idea that culture is indispensable. It always finds a way to communicate, to send a moral and a message, through artistic creation. Montenegrin cinematography will be presented in this festival by means of a selection of Montenegrin feature and documentary films made by Film Centre of Montenegro, in cooperation with the Ministry of Education, Science, Culture and Sports.

          SEEFF's mission has lasted for 11 years. It is reflected in the continuous promotion of film culture of Southeast Europe, its specificity, as well as in universal film themes that are familiar and accessible to the audience in Paris, Berlin and Washington. Montenegrin cinematography has substantially contributed to the profiling of film culture of Southeast Europe. The beginning of the development of film production in Montenegro marks the period after the Second World War and the founding of a film production company "Lovćen film". Nevertheless, the first filmmakers from Montenegro - Vladimir Đ. Popovic, Marko M. Dragović and Pavle Petrović Njegoš, achieved notable results in filmmaking abroad in the first decades of the 20th century. For example, Pavle Petrović Njegoš, the grandson of King Nikola, participated in the directing of the film "Naked Woman" (based on the adaptation of the play of the same name by the French writer Henri Bataille) in Paris, in 1931.        

          Nurturing the film culture in Montenegro, as well as fostering the development of film production will be one of the priorities of the Ministry of Education, Science, Culture and Sports in the future, with the aim of making Montenegrin film production even more competitive on the regional and international film cultural scene.

         Once again, I want to commend your efforts to make SEEFF grow and enhance it each year. I see this festival as an opportunity for Western Europe and America to mirror the filmmaking of Southeast Europe.

                                                              South-East European Film Festival 2021
                                                             SEE FF - BERLIN - PARIS - WASHINGTON
 
 
“SEE FILM FESTIVAL” is established by Association SEE a Paris, a non-profit organization whose responsibilities include, among others, the selection of the Festival line-up and the films in competition. The Festival will have an online edition, for the audiences exclusively from Paris (France), Berlin (Germany) and Washington (USA), from 02 to 07 June 2021.

 
“SEE FILM FESTIVAL” is open to all films (feature, documentary, fiction and animation) whose directors and/or producers originate from the following countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Greece, Hungary, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia, Slovenia and Turkey.

The festival has officially opened its call for entries and accepts submissions of short, medium, and long films for the Main Competition.

All shooting formats are accepted. 
The duration of the short films must not exceed 15 minutes.
There's no time limit for feature, documentary and animation films.

The deadline for submission is 1 March 2021.

There is no submission fee.
We prefer online submission through the web platforms FilmFreeway.
You can, however, still apply directly to the Festival. In this case, it is mandatory that applicants send a download link or link to online screener of their film, along with a filled and signed ENTRY FORM on the mail info@seeaparis.com. For any other form of submission, please contact us by mail.

The "Paris Dakar" Young Jury Award went to the documentary "Undamaged" by Rožle Bregar, Matic Oblak,
Miha Avguštin  [SLO],
while the INALCO Student Jury awarded "Second Chance" by Marija Dzidzeva [MK] .

The award of “Salon du livre des Balknas” went to “Cold November” by Ismet Sijarina [KOS].

Chers amis et cinéastes,

Après de nombreuses délibérations et incertitudes causées par la crise sanitaire inédite et le confinement mondial, nous sommes heureux d'annoncer que le Festival SEE à Paris 2020 se tiendra en ligne, du 2 au 7 juin. Nous réfléchissions à des façons de marquer le 10e anniversaire du Festival, en vous livrant une édition spéciale et, de manière totalement imprévisible, les circonstances ont présenté la solution - une édition en ligne.
​Grâce à l'initiative et à la bonne volonté de nos coorganisateurs de l'INALCO, KT Film Media et de l'Université Internationale EUROPA PRIMA - Skopje, nous avons trouvé un moyen de surmonter cette situation difficile. La sélection officielle, dans toutes les catégories : longs et courts métrages, animations, documentaires, a dû subir quelques changements par rapport à sa forme initiale, en raison de la nature et des exigences des projections de festivals en ligne.  

SEE A PARIS 2020 GOES ONLINE

​Dear friends and filmmakers,
After much deliberation and uncertainties caused by the global lock-down, we’re glad to announce that SEE a Paris 2020 will be held online, from 2nd to 7th of June. We were thinking of ways to mark the 10th anniversary of the festival, to make it special, and in a completely unforeseeable manner, circumstances presented its solution – an online edition.
Thanks to the initiative and good will of our co-organizers from INALCO Paris-Cite-Sorbonne, KT Film Media, and International University EUROPA PRIMA - Skopje, we came up with a way to overcome this difficult situation. Pretty soon we’ll present the updated, official selection, in all categories, which had to go through some changes from its initial form, due to the nature and requirements for online festival screenings.

Uvaženi gospodine Plevneš,
Poštovaoci filmske umjetnosti,
Dragi prijatelji, 

Osjećam posebno zadovoljstvo što sam u prilici da vas i ovim putem srdačno pozdravim povodom 10. jubilarnog izdanja Festivala filma Jugoistočne Evrope.

Plemenita misija širenja filmske kulture i prezentacije recentnog filmskog stvaralaštva zemalja Jugoistočne Evrope u Parizu, a potom u Berlinu i Ningbou, traje već deset godina zahvaljujući posvećenosti istinskih profesionalaca i zaljubljenika u sedmu umjetnost. Kada se osvrnemo na taj period vidimo da je Festival filma Jugoistočne Evrope ispunio svoj decenijski cilj, zbog čega svi koji su doprinosili razvoju i trajanju ove manifestacije zaslužuju posebne čestitke.

Tu je misiju od početka pa do današnjih dana pomagalo i Ministarstvo kulture Crne Gore, pružajući podršku realizaciji Festivala, koji je senzibilnoj francuskoj publici i međunarodnoj javnosti, pažljivo promišljenom selekcijom i atraktivnošću programa, nudio najbolja kinematografska ostvarenja naših prostora.

Za ovih deset godina ostvarili i posebnu interakciju, jer je Festival u kontinuitetu i nesebično, na svoj način, potpomogao i brojne napore Ministarstva kulture Crne Gore koji su bili usmjereni ka potpunoj revitalizaciji crnogorskog filmskog sektora. Festival je, dakle, sazrijevao, ali se istovremeno prepoznavala i nova razvojna faza ovdašnje filmske stvarnosti.

Uslovi u kojima funkcioniše savremena crnogorska kinematografija podignuti su na viši nivo. Njih danas određuje institucionalno uređena filmska djelatnost, stabilno finansiranje, aktivna regionalna i međunarodna saradnja, kao i učešće u brojnim koprodukcionim projektima. To je umnogome doprinijelo i činjenici da Crna Gora može da ponudi šest novih projekata za ovogodišnje izdanje Festivala filma Jugoistočne Evrope. 

Specifičnim autorskim poetikama i osobenom upotrebom filmskog jezika, koje karakterišu ova ostvarenja, možemo pratiti istraživanja različitih vrsta socijalnih odnosa, društvenih pojava i izazova koje donose protivurječja epohe u kojoj živimo.

Danas kada pandemija korona virusa obustavlja rad institucija kulture, prekida realizaciju brojnih programa, projekata i aktivnosti, od samostalnih do najkompleksnijih - kao što su proizvodnja filmova i organizacija manifestacija - posebno poštovanje zaslužuju napori Direkcije festivala da u datim okolnostima rade na pripremi njegove realizacije, neumorno i s jednakim žarom kao i na početku.

U tom ime, još jednom čestitam važan jubilej, uvjeren u dugovječnost Festivala filma Jugoistočne Evrope, kao i filmske umjetnosti i produkcije u cjelini.

PATRICK ROTMAN - FREDERIC ROSSIF AWARD 2020

Historien de formation, Patrick Rotman fait de la Guerre d'Algérie sa spécialité. C'est ainsi qu'en 1992 il réalise, aux côtés de Bertrand Tavernier, le documentaire La Guerre sans nom. Suivra en 2001 L'Ennemi intime, un autre documentaire traitant de ces années sombres et qui servira de matériau de base à l'écriture cinq ans plus tard du film de Florent Emilio Siri. Entre-temps, Patrick Rotman coécrit le scénario de Nuit noire 17 octobre 1961 (2005), un drame revenant sur la répression sanglante dont fit l'objet une manifestation pacifique d'Algériens.
Durant sa carrière, le documentariste aborde d'autres thèmes historiques comme la Libération de la France dans Eté 44, Trophée du Film Français en 2004, l'Holocauste dans Les Survivants (2005), Mai 68 dans Mai 68, dix semaines qui ébranlèrent la France (1998), et retrace également le parcours politique de certains hommes d'Etat tels François Mitterrand en 2000 et Jacques Chirac en 2006.

Patrick Rotman is a historian by training, expert on The Algerian War. In 1992 he produced, alongside Bertrand Tavernier, the documentary La Guerre sans nom. In 2001, L'Ennemi intime followed, another documentary dealing with the dark years, which served as basic material for the writing of Florent Emilio Siri's film, five years later. Meanwhile, Patrick Rotman co-wrote the script for Nuit noire October 17, 1961 (2005), a drama about the bloody repression, which took place at the peaceful demonstration by Algerians.
Throuout his career, Partick Rotman tackles other historical themes  such as the liberation of France, with films like Summer 44, (Trophée du Film Français in 2004), the Holocaust in Les Survivants (2005), May 68 in May 68 (2008), and also traces the political journey of certain statesmen such as François Mitterrand in François Mitterrand, ou le roman du pouvoir and (2000), and Jacques Chirac in Chirac, le jeune loup and Chirac, le vieux lion (2006).

LAURENCE AUER - EUROPA PRIMA 2020 AWARD

Laurence Auer, Diplomat, is Director for Culture, Education, Research at the French Ministry for Foreign Affairs
                                                   
After her stay in Skopje as Ambassador of France (2012-2016), she was appointed Deputy Director for the European Union. He previous positions included : Director of the Institut Français du Royaume-Uni and Cultural Counsellor at the French Embassy, in London, Adviser to the Minister of Foreign Affairs (Culture, education, Francophonie and media) and Secretary General of the Institut français. She was also in charge of communication, as deputy spokesperson of the French President, Jacques Chirac (2003-2006), after being deputy spokesperson of the Ministry of Foreign Affairs, and spokesperson of the European Commission. She is graduated in Political Science, Arabic language and English Literature, post-graduated in Middle East studies.

 Laurence Auer, diplomate, est Directrice de la culture, de l’enseignement, de  la recherche et du réseau au Ministère de l’Europe et des affaires étrangères

Après son poste d’ambassadrice de France à Skopje (2012-2016), elle est nommée Directrice adjointe de l’Union européenne. Elle a occupé plusieurs postes culturels : Conseillère culturelle, Directrice de l’Institut français de Londres, Conseillère technique en charge de la culture, l’éducation, l’audiovisuel et la Francophonie au cabinet du Ministre, Secrétaire Générale de l’Institut français. Elle a également été plusieurs fois porte-parole : à la Commission européenne, puis  porte-parole adjointe du Ministère des affaires étrangères. Elle est  porte-parole adjointe du président de la République, Jacques Chirac, de 2003 à 2006. 
Elle est diplômée en Sciences Politiques, langue et littérature arabes, langue et littérature anglaises.

ARTA DOBROSHI - SEE ACTRESS 2020

Actress Arta Doboshi was born in Kosovo, and grew up between Prishitna, Tirana, and North Carolina. Dobroshi is often cited for her striking presence and ability to breathe authentic life into the roles she plays. She has lived through the Kosovo war, and as a refugee in 1999 she worked with IMC to help build a hospital in the camp in Macedonia. After the war she went on to work with Nato Troops in Kosovo, helping people who were coming back in their homes.
Whilst in the Prishtina Academy of Arts-Acting department, she played in numerous theater play's and short films and choreodrama's. Arta Dobroshi shot to international renown for her depiction of Lorna in 'Le Silence De Lorna' directed by Jean-Pierre and Luc Dardenne. Dobroshi was nominated in Cannes for her remarkable work on the role.
Dobroshi was also nominated for Best Actress at the European Academy Awards. She received unanimously high praise from international press.
 
Her performance in Three Worlds directed by Catherine Corsini, won her the Barbara Tipple Best Actress Award at the Women's International Film and Television Showcase in Los Angeles and the nomination for Meilleur Espoir Feminine at the Cesar Awards in France.
She has been awarded with the European Shooting Star Award at the Berlinale Film Festival. The jury commented: In Three Worlds, this actress displays a wealth of warmth and humanity. Her sensitivity and smartness literally take over the big screen the minute she appears. An overwhelming performance.
Dobroshi stars in the Massive Attack video Come Near Me, featuring Ghostpoet. WIth her New Zealand film "Stray" directed by Dustin Feneley, Dobroshi won best actress at Festival des Antipodes in San Tropez. 'Stray' premiered at the 40th Moscow International Film Festival.
Dobroshi's new film "Drita" where she stars and executive produced, premiered at the Zurich Film Festival 2019. 
Dobroshi stars in the new HBO/Sky Atlantic series "Gangs of London". She is currently working on the post production of her new film "Emili". 
This year 2020, Dobroshi was decorated by the French government with the Medal of Knighthood of Arts and letters ( Chevalier de l'ordre des arts et lettres), for her contribution in the arts. Some of the recipients of the award include Paul Auster,Ornette Coleman, Marilyn Horne, Jim Jarmusch, Richard Meier, Robert Paxton, Robert Redford, Meryl Streep, Uma Thurman.
Dobroshi is an advocate of peace. She speaks of human rights throughout the world.

ANGEL WAGENSTEIN - SEE LEGEND 2020 AWARD

Angel Vagenshtain was born on 17 October 1922 in Plovdiv. In 1950 he completed a degree in Screenwriting in Moscow.  He wrote the scripts for 50 feature, documentary and animated films. In 1950 he began work as a screenwriter for the Bulgarian Cinematography and for the DEFA Film Studio. The film Stars, based on his screenplay, was made in 1959 by the German director Konrad Wolf, and won the Special Jury Prize at the Cannes Film Festival. 
Some of the best known films, whose screenplays he wrote, are Goya or the Hard Way to Enlightenment (1971), Amendment to the Law for the Defence of the State (1976), Stars in Her Hair, Tears in Her Eyes (1977), Boris I (1985) and After the End of the World (1998). In the 1990s he devoted his time to writing fiction and published the three novels Isaac's Torah, Far from Toledo and Farewell, Shanghai, receiving international literary recognition for the last two. 
His books have been translated in many foreign languages, including in French, English, Russian, German, Spanish, and Italian.
